This is a great little bluesy lick over a C chord. The first fret note on the D string is what adds that bluesy flavor. That note is an Eb, which is part of a C minor chord. When you add that note as a "passing tone" between D and E, you get a basic blues run in the key of C! Notice how the first finger on the fret hand is used for both the 1st and second fret notes on the D string. This is basic position playing concept on mando.
